📖 The Rockefeller Commission Report: Population and the American Future
The Rockefeller Commission on Population Growth and the American Future, chaired by John D. Rockefeller III, released its final report in March 1972.
The Commission declared that continued population growth was not essential for America’s prosperity. Instead, it recommended a national goal of population stabilization.
Preface (Highlights):
The Commission acknowledged the sensitivity and controversy of the issue, yet emphasized that population growth had profound effects on almost every aspect of society:
- 
Resources – Food, water, energy, and land use pressures would intensify. 
- 
Environment – More people would mean heavier pollution, degraded landscapes, and declining natural quality of life. 
- 
Social systems – Urban crowding, strained education systems, and pressure on health care would rise. 
- 
Individual freedom – Larger populations risked government intrusion and control in managing growth. 
The Preface concluded: “The growth of population in the United States is not an unqualified blessing. We must begin to question the assumption that more people means more prosperity.”

Chapter 1 – The Population Problem:
The first chapter detailed why population growth itself was a problem requiring immediate attention.

Population Trends: 
 The U.S. had doubled from 76 million in 1900 to 203 million in 1970. Projections showed another 100 million people could be added in just 30 years.
- 
Quality of Life Impact: 
 The report argued that unchecked growth would not improve living standards but would instead reduce housing quality, worsen pollution, increase traffic congestion, and amplify social inequality.
- 
Economic Reality: 
 Contrary to the belief that more people equals more economic power, the Commission found no evidence that continued population growth was necessary for business vitality or national strength.
- 
Moral & Ethical Considerations: 
 The chapter warned that population growth was closely tied to questions of human dignity, freedom, and fairness. For example, if population growth continued, government might be forced into coercive policies like forced sterilization or rationing of family size.
- 
Recommendation: 
 America should actively move toward population stabilization by encouraging smaller families, expanding education about contraception, legalizing abortion access, and removing barriers to family planning.
The Commission openly stated that choices made in the 1970s would shape the future of America – socially, economically, and politically.
