Artificial intelligence is accelerating.
Automation is advancing.
Governments possess technologies and national-security capabilities most citizens will never see.
Billions—and sometimes trillions—move through enormously complicated government financial systems.
And beneath American soil, hardened government installations designed to continue operating during circumstances most Americans never want to experience are already a documented reality.
But how extensive is that infrastructure?
How much has actually been spent?
Who is it designed to protect?
And what happens when questions about underground infrastructure collide with trillions of dollars in accounting adjustments that government auditors themselves said were inadequately supported?
That’s where this investigation begins.
Not with a theory.
With the records.
FIRST, FOLLOW THE MONEY
Long before asking whether extraordinary underground networks exist, there is another question:
What happened inside the government’s financial records?
In July 2016, the Department of Defense Inspector General released a report titled:
“Army General Fund Adjustments Not Adequately Documented or Supported.”
Its findings were extraordinary.
Army and Defense Finance and Accounting Service personnel did not adequately support approximately:
$2.8 TRILLION
in third-quarter journal-voucher adjustments.
And approximately:
$6.5 TRILLION
in year-end journal-voucher adjustments associated with the FY2015 Army General Fund financial-statement compilation.
Those aren’t figures produced by an internet commentator.
They came from the Department of Defense Inspector General.
But there is another part of the report everyone needs to understand.
The Inspector General specifically cautioned that these amounts were not cumulative and should not be added together.
So this report does not establish that $9.3 trillion disappeared.
That distinction is critical.
WHAT DOES “UNSUPPORTED” ACTUALLY MEAN?
This is where sensational headlines can become misleading.
A journal voucher is an accounting entry.
Such entries may be used to make corrections or adjustments within financial systems.
The Government Accountability Office has examined the Pentagon’s problems with unsupported journal vouchers and its efforts to improve their documentation.
Therefore:
A $1 trillion unsupported accounting adjustment does NOT automatically mean $1 trillion in cash was stolen, lost or secretly spent.
But don’t make the opposite mistake.
An inability to adequately support enormous accounting adjustments is still a serious financial-management and auditing problem.
Without appropriate documentation, auditors can have difficulty determining whether adjustments are accurate and properly supported.
And the problems weren’t limited to one report.
121,000+ MORE UNSUPPORTED JOURNAL VOUCHERS
GAO subsequently reported that between October 2016 and March 2017 an Army working group identified:
MORE THAN 121,000 UNSUPPORTED JOURNAL VOUCHERS
totaling approximately:
$455 BILLION
in one reporting system.
Think about that.
More than 121,000 entries.
$455 billion.
And that’s not someone’s social-media allegation.
That’s a finding reported by the United States Government Accountability Office.
So before we discuss underground cities, secret transportation systems or anything else, remember what we’ve established:
The government’s accounting problems were real.
But that still doesn’t tell us where an alleged $21 trillion went.
And it certainly doesn’t prove it went underground.
For that, we need to examine another part of the story.
UNDERGROUND AMERICA ISN’T A THEORY
Does the United States government possess enormous underground installations?
Yes.
That’s documented.
One of the best-known examples is the Cheyenne Mountain Complex in Colorado.
According to NORAD, approximately 693,000 tons of granite were excavated during construction.
Inside the mountain are 15 buildings, comprising a complex covering approximately 5.1 acres.
NORAD’s historical material describes the complex as being more than 1,500 feet underground.
Stop there for a moment.
Fifteen buildings.
Inside a mountain.
Hundreds of thousands of tons of rock removed.
This isn’t speculation.
The United States government acknowledges it.
AND CHEYENNE MOUNTAIN ISN’T ALONE
There is also the Raven Rock Mountain Complex.
The U.S. Army describes Raven Rock as a primary backup facility for the Pentagon supporting communications for senior government and military leadership.
Then there is Mount Weather, a federal emergency operations facility associated with continuity-of-government capabilities.
These facilities demonstrate something important.
America’s ability to construct protected government infrastructure underground isn’t theoretical.
It has already happened.
And some of it has existed for decades.
So perhaps the better question isn’t:
“Does underground government infrastructure exist?”
We know that it does.
The questions are:
How extensive is it?
How much has been spent on it?
How technologically advanced has it become?
And how much remains classified?
Now we arrive at the person who asks a much bigger question.
THEN A FORMER BUSH ADMINISTRATION OFFICIAL STARTED ASKING QUESTIONS
Her name is Catherine Austin Fitts.
Fitts served as Assistant Secretary of Housing–Federal Housing Commissioner during the George H. W. Bush administration and previously worked in investment banking.
Fitts has spent years examining government finances and arguing that the scale of America’s underground infrastructure may be far greater than publicly acknowledged.
And her allegations go much further than Cheyenne Mountain.
THE 170-FACILITY CLAIM
Fitts describes research undertaken to estimate the possible extent of underground and undersea infrastructure.
She has discussed approximately:
170 UNDERGROUND OR UNDERSEA FACILITIES
and raised the possibility that some locations could be connected through underground transportation infrastructure.
That’s an extraordinary allegation.
And this is exactly where discernment becomes important.
The 170 figure is NOT an official U.S. government count.
We have not found a government document establishing that exactly 170 such facilities exist.
We have not independently established a nationwide underground transportation network connecting them.
Fitts herself has characterized the number as an estimate.
Therefore:
Do not confuse an estimate with established fact.
But don’t ignore the documented evidence surrounding the question either.
We know enormous underground government facilities exist.
We know sophisticated continuity infrastructure exists.
We know federal auditors documented enormous unsupported accounting adjustments.
What we do not know is whether those facts are connected in the way Fitts proposes.
THE $21 TRILLION QUESTION
This is where two separate stories collide.
Researchers associated with Fitts examined years of government financial statements and calculated approximately $21 trillion in unsupported federal accounting adjustments across the Department of Defense and Department of Housing and Urban Development.
But that figure requires the same caution.
$21 trillion in unsupported accounting adjustments does NOT establish that $21 trillion in cash disappeared.
And it certainly doesn’t establish that $21 trillion was secretly spent underground.
Yet Fitts asks whether enormous unexplained government accounting activity could be connected to classified infrastructure and programs hidden from public view.
That is a hypothesis.
It is not presently a demonstrated conclusion.
And that distinction is why we wanted you to understand the government records before hearing what Fitts has to say.
Because now you know what questions to ask.

? Underground infrastructure exists primarily to protect America’s ultra-wealthy.
Never confuse a question with an answer.
But never be afraid to ask the question.
NOW ASK THE HUMANITY vs AI QUESTION
Why does any of this belong in a series about artificial intelligence?
Because this story isn’t really just about bunkers.
And it isn’t only about money.
It’s about power, technology and humanity.
AI.
Robotics.
Autonomous weapons.
Advanced surveillance.
Biotechnology.
Cyberwarfare.
Energy systems.
Space technology.
Massive computing infrastructure.
The technological capabilities available to governments and corporations are becoming increasingly powerful.
And humanity faces a fundamental question:
WHO WILL THOSE TECHNOLOGIES SERVE?
Technology doesn’t decide that.
People do.
AI could help discover medicines.
AI could also enable unprecedented surveillance.
Automation could create enormous productivity and abundance.
Automation could also eliminate livelihoods on an extraordinary scale.
Advanced infrastructure could help humanity survive catastrophe.
Or protected infrastructure could become accessible primarily to those possessing power, wealth or government authority.
We are not claiming that such a secret plan exists.
We’re asking something more fundamental:
WHO DECIDES?
IF DISASTER CAME TOMORROW — WHO GETS SAVED?
Imagine circumstances none of us want to experience.
Nuclear war.
A massive cyberattack.
A biological emergency.
An asteroid.
A severe solar event.
An AI-related catastrophe.
Or an event humanity hasn’t anticipated.
If advanced protected infrastructure exists, who receives access?
Government leaders?
Military commanders?
Scientists?
Corporate executives?
Billionaires?
Essential workers?
Families?
Children?
Ordinary citizens?
And who makes that decision?
If humanity builds technology capable of protecting human civilization, should that technology ultimately serve humanity—or primarily those controlling it?
That’s the question underneath Episode 2.

I believe there are moments when we must be willing to listen to information that challenges what we think we know—without surrendering our judgment to the person presenting it.
Catherine Austin Fitts has raised questions that deserve examination.
But raising a question and proving an allegation are two different things.
For me, the most troubling part of this story isn’t a viral claim about a “$21 trillion underground city.”
It’s what we already know.
Our government has constructed massive hardened underground facilities.
Government auditors have documented extraordinary accounting problems involving trillions of dollars in unsupported adjustments.
Technology continues advancing faster than most people realize.
And much of America’s national-security infrastructure understandably remains outside public view.
That combination doesn’t mean every theory is true.
But neither should citizens be discouraged from asking questions.
Where did the money go?
What infrastructure has actually been built?
How much did taxpayers pay for it?
What technology exists that the public doesn’t know about?
Who controls it?
And if humanity someday faces catastrophe, who gets protected—and who gets left outside?
Those questions don’t require fear.
They require wisdom.
Don’t allow fear to control your thinking.
Don’t allow government to do your thinking.
Don’t allow politicians to do your thinking.
Don’t allow billionaires to do your thinking.
Don’t allow social media to do your thinking.
Don’t allow artificial intelligence to do your thinking.
And don’t allow Overlooked Justice to do your thinking.
Listen.
Research.
Question.
Compare what you’re being told against the evidence.
Use wisdom and knowledge to discern.
And when something cannot yet be proven, have enough discernment to say:
“I DON’T KNOW YET.”
There is strength in those words.
Because governing your own life requires more than deciding whom to believe.

How extensive is America’s classified underground infrastructure?
How much has been spent constructing and maintaining it?
What advanced technologies are being developed outside public knowledge?
What explains the enormous unsupported accounting adjustments identified by federal auditors?
How much government information should legitimately remain classified when taxpayers finance government operations?
Who determines how humanity’s most powerful technologies are deployed?
And perhaps the largest question of all:
